Capgemini to Sell US Government Unit Tied to ICE Contracts
French group says classified contracting rules limited oversight as scrutiny mounts over migrant enforcement technology.

French IT and consulting group Capgemini said it will sell its US subsidiary Capgemini Government Solutions (CGS), the unit that has been providing technology services to the US Immigration and Customs Enforcement (ICE) agency, amid mounting global criticism of ICE’s enforcement tactics.
The decision to begin the divestiture process immediately follows scrutiny from lawmakers and the French government over the nature of the work and the group’s limited oversight under US federal contracting rules.
Capgemini said in a statement that customary legal restrictions on contracts with US federal entities involved in classified work “did not allow the Group to exercise appropriate control over certain aspects of the operations of this subsidiary to ensure alignment with the Group’s objectives,” adding that the US unit accounts for only about 0.4% of its projected 2025 global revenue and less than 2% of its US turnover.
Chief executive Aiman Ezzat acknowledged in a LinkedIn post that he was only recently made aware of the specific contract with ICE, saying the “nature and scope of this work has raised questions compared to what we typically do as a business and technology firm.”
French Finance Minister Roland Lescure had pressed the company to clarify its involvement, urging transparency in Parliament last week. NGOs have alleged the subsidiary provided tools to help ICE locate targets for enforcement, though Capgemini has not confirmed details of those technologies.
Capgemini is a global firm with operations in about 50 countries, employing more than 340,000 people worldwide. The company has a major presence in India, where it is a significant employer and service provider in the IT sector. It has developed a large workforce and delivery network across Indian cities and contributes a notable share of its global revenue through services and operations in the country.
