Rahul Matthan is a Partner at Trilegal, one of India’s leading law firms, where he specializes in technology law, data privacy, and cybersecurity policy. He is a key legal advisor on digital regulatory frameworks and has authored seminal papers on internet governance and privacy law.
Matthan has served on several high-level committees, including the Reserve Bank of India’s Committee on Household Finance and the Kris Gopalakrishnan Committee on Non-Personal Data (2019–2020), which laid the groundwork for India’s governance framework on non-personal data.
During India’s G20 Presidency, he advised the Ministry of Finance as Digital Public Infrastructure (DPI) Advisor, contributing to global and domestic pzolicymaking on digital governance and privacy law. He holds a B.A., LL.B. (Hons.) from the National Law School of India University (NLSIU), Bangalore.
